एक गलती का खामियाजा हम भुगत चुके हैं। यह सरकार है, और उम्मीद है वह कम से कम वह गलती तो नहीं ही दोहराएगी?

11) सार्क से लेकर G-20 तक की बैठक पीएम मोदी के कहने पर हो रही है‌। संकट के समय भारत वर्ल्ड लीडर के रूप में उभरा है। इटली, जर्मनी, स्पेन, फ्रांस, ब्रिटेन, अमेरिका तक जब कैरोना से निबटने में असफल हो रहे हैं
चीन इसी का फायदा उठाकर यह चाहता है कि भारत इंटरनेशनल कम्युनिटी में उसके अछूतपन को दूर करे। अब यह नहीं होगा।

चीनी रणनीति:-

1. सबसे पहले एक वायरस और उसकी दवा बनाई।

2. फिर वायरस फैलाया।

3. अपनी दक्षता का प्रदर्शन करते हुए रातों- रात अस्पतालों का निर्माण करवा लिया (आखिरकार वे पहले से ही तैयार थे) परियोजनाओं के साथ साथ उपकरण का आदेश देना, श्रम, पानी और सीवेज नेटवर्क को किराए पर लेना, पूर्वनिर्मित निर्माण सामग्री और एक प्रभावशाली मात्रा में स्टॉक.. यह सब उस रणनीति का हिस्सा थे।

4. परिणामस्वरूप दुनिया में वायरस के साथ साथ अराजकता फैलने लगी, खास कर के यूरोप में।

5. दर्जनों देशों की अर्थव्यवस्था त्वरित रूप से प्रभावित हुई।

6. अन्य देशों के कारखानों में उत्पादन लाइनें बंद हो गई।

7. फलस्वरूप शेयर बाजार में ज़बरदस्त गिरावट।

8. चीन ने अपने देश में महामारी को जल्दी से नियंत्रित कर लिया। रातों रात वुहान से कोरोना के नए मरीज मिलना बन्द ही हो गए। यह कैसे सम्भव है जबकि इटली जैसा देश इस स्थिति को नहीं सम्भाल पर रहा है। आखिरकार, चीन पहले से ही तैयार था।

9. परिणाम स्वरूप उन वस्तुओं की कीमत कम हो गई, जिनसे वह बड़े पैमाने पर तेल आदि खरीदता हैं।

10. फिर चीन तुरन्त ही उत्पादन करने के लिए वापस जुट गया, जबकि दुनिया एक ठहराव पर है। जहां एक ओर दुनिया में हाहाकार मचा हुआ है, वहीं चीन ने अपनी फैक्ट्रियों में काम शुरू करवा दिया है? चीन उन चीजों को खरीदने लगा जिनकी कीमत में भारी गिरावट हो गई थी और उनको बेचने लगा जिनकी कीमत में ज़बरदस्त इजाफा हुआ है।

अब यदि विश्वास ना हो रहा हो तो...

कैसे हुआ वुहान अचानक घातक वायरस से मुक्त?

चीन यह कहेगा कि उनके प्रारंभिक उपाय बहुत कठोर थे और वुहान को अन्य क्षेत्रों में फैलाने के लिए बंद याने लोकडाउन कर दिया गया था। परन्तु ये जवाब बड़ा ही मजाकिया है..ऐसा होता तो बाकी के देशों में भी यह इतना नहीं फैलता और एक शहर तक ही सीमित रहता। यह 100% सत्य है कि वे वायरस के एंटी डोड का उपयोग कर रहे हैं।

बीजिंग में कोई क्यों नहीं मारा गया? केवल वुहान ही क्यों? दिलचस्प विचार है ये ...खैर, वुहान अब व्यापार के लिए खुल गया है। अमेरिका और उपर्युक्त सभी देश आर्थिक रूप से तबाह हैं। जल्द ही अमेरिकी अर्थव्यवस्था चीन की योजना के अनुसार ढह जाएगी। चीन जानता है कि वह अमेरिका को सैन्य रूप से नहीं हरा सकता क्योंकि वर्तमान में इस हिसाब से अमरीका विश्व में सबसे बड़ा ताकतवर देश है।

तो यह है चीन का विश्व विजय फार्मूला...वायरस का उपयोग करें दूसरे देशों की अर्थव्यवस्था और रक्षा क्षमताओं को पंगु बनाने के लिए। निश्चित ही नैन्सी पेलोसी को इसमें एक सहायक बनाया गया था कारण था ट्रम्प को टक्कर देने के लिए। राष्ट्रपति ट्रम्प हमेशा यह बताते रहे है कि कैसे ग्रेट अमेरिकन अर्थव्यवस्था सभी मोर्चों में सुधार कर रही है। AMERICA GREAT AGAIN बनाने की उनकी दृष्टि को नष्ट करने का एकमात्र तरीका आर्थिक तबाही था। नैन्सी पेलोसी ट्रम्प के खिलाफ महाभियोग लाने में असमर्थ थी। .... इसलिए चीन के साथ मिलकर एक वायरस जारी करके ट्रम्प को नष्ट करने का यह तरीका उन्होंने अपनाया। वुहान तो महामारी का सिर्फ एक प्रदर्शन था...अब ये वायरस महामारी को चरम पर ले जा चुका है!!!

चीन के राष्ट्रपति शी जिनपिंग उन प्रभावी क्षेत्रों का दौरा करने के लिए बस एक साधारण RM1 फेसमास्क पहन कर पहुंचे थे राष्ट्रपति के रूप में उन्हें सिर से पैर तक ढंका जाना चाहिए ..... लेकिन ऐसा नहीं था। वायरस से किसी भी तरह के नुकसान का विरोध करने के लिए उन्हें पहले ही इंजेक्शन लगाया गया था। इसका मतलब है कि वायरस के निकलने से पहले ही उसका इलाज चल रहा था।

अब यदि आप तर्क दें कि - बिल गेट्स ने पहले ही 2015 में एक वायरस फैलने की भविष्यवाणी कर दी थी ... इसलिए चीनी एजेंडा सच नहीं हो सकता। तो उत्तर है- हाँ, बिल गेट्स ने भविष्यवाणी की थी लेकिन वह भविष्यवाणी एक वास्तविक वायरस के प्रकोप पर आधारित थी ना की मानव जनित। अब चीन यह भी बता रहा है कि वायरस का पहले से ही अनुमान था ताकि इसका एजेंडा उस भविष्यवाणी से मेल खा सके और सब कुछ प्राकृतिक या स्वतः प्रकिया लगे। अभी भी यदि यह प्रमाणिक तथ्य आपको बनावटी लगता है तो आगे स्वयं देखियेगा... चीन का अगला कदम गिरती हुई आर्थिक अर्थव्यवस्था के कगार का सामना करने वाले देशों से अब स्टॉक खरीद कर विश्व अर्थव्यवस्था को अपने नियंत्रण में करना होगा... बाद में चीन यह घोषणा करेगा कि उनके मेडिकल शोधकर्ताओं ने वायरस को नष्ट करने का इलाज ढूंढ लिया है।
अब चीन के पास अपनी सेनाओं के शस्त्रागारों में अन्य देशों के स्टॉक हैं और ये देश जल्द ही मजबूरी में अपने मालिक के गुलाम होंगे !!

और हां, एक बात और...
जिस चीनी डॉक्टर ने इस वायरस का खुलासा किया था, वह भी चीनी अधिकारियों द्वारा हमेशा के लिए खामोश कर दिया गया....

By the time of this year's annual budget, this global disease was clearly visible. When you reduced the expenditure on health in that budget, then there was a worry. The allocation of large hospitals was reduced and only 0.1% increase was given for AIIMS. The biggest drop was in the National Health Insurance Scheme which was reduced from Rs 156 crore to Rs 29 crore. The allocation of Ayushman Bharat was also kept at Rs 6400 crore instead of increasing it, whereas it should have been increased. The expenditure of the Food Safety and Quality Authority was also reduced from Rs 360 crore to Rs 283.71 crore. The budget for combating infectious diseases was also kept surprisingly unchanged - Rs 2178 crore.

India had two and a half months to escape and prepare for Kovid-19, but nothing to buy a large number of inexpensive testing kits, identify and rule out rescue methods, buy masks and arrange ventilators was done. The surprising thing is that till 24 March your government did not even ban the export of these much needed equipment.
🔴 In your speech, you have asked the state governments to give their full attention to health. It seems that you have forgotten that during such a sensitive time the BJP was involved in demolishing the democratically elected government of Madhya Pradesh and what you wanted to do in Parliament was being done on your own.
🔴 The Left-Front Front Government of Kerala and some other opposition-ruled governments have also implemented important economic packages for the badly affected sections, making disease detection, detection and health a priority. Learning from all these steps, learning from their energy, administrative acumen and spirit has remained far away, yet you have not said a word about them all.
🔵 You should pay every Indian due in this difficult time. This means that you should clearly announce financial assistance for the problems of lockdown and immediate steps for investigation, detection and health. 🔵 उम्मीद है कोविद 19 के प्रकोप के इस दुस्समय में आप स्वस्थ होंगे।
🔵 इस वर्ष को हमने गाँधी जी की 150 वीं सालगिरह की वर्ष के रूप में माना है और इस समय राष्ट्रपिता हमारे ध्यान में आ रहे हैं।
🔵 उन्होंने हमे हमेशा काम आने वाला एक मन्त्र दिया था कि "जो सबसे गरीब और कमज़ोर आदमी तुमने देखा हो, उसकी शकल याद करो और अपने दिल से पूछो कि जो कदम उठाने का तुम विचार कर रहे हो, वह उस आदमी के लिए कितना उपयोगी होगा । क्या उससे उसे कुछ लाभ पहुंचेगा ?" कोविद - 19 को लेकर आज आपके भाषण और इसके मुकाबले के लिए सरकार के कदमों, की जाने वाली कार्यवाहियों में इस मन्त्र की कोई झलक नहीं दिखाई दी।
🔵 हमने 21 दिन के लॉकडाउन की घोषणा करने वाले आपके भाषण को देखा।
🔵 हमें बहुत निराशा हुयी कि अभी तक गरीब और जरूरतमंदों को राहत पहुंचाने तथा इस आपदा में बचने के लिए जिन्हे फ़ौरन मदद की जरूरत है, उनके लिए कोई प्रावधान नहीं किया गया।
🔴 इस लॉकडाउन से सबसे ज्यादा परेशान होने वाले गरीब प्रवासी मजदूरों की सहायता करने का कोई कदम नहीं उठाया गया। उनमे से ज्यादातर बिना किसी आसरे, बिना खाने पीने के किसी सहारे के अधबीच मेंअटके हुए हैं। वे सुरक्षित जगहों तक कैसे पहुंचेंगे ? बिना पैसे और खाने के वैसे कैसे ज़िंदा रहेंगे ? पुलिस द्वारा उन्हें परेशान और प्रताड़ित करने की भी खबरें आ रही हैं। वे अपनी सलामती के लिए इधर उधर भटक रहे हैं - ना तो उनके लिए किसी भी तरह के परिवहन की कोई व्यवस्था की गयी है ना ही बुनियादी जरूरतों की पूर्ती के लिए उनकी कोई आर्थिक मदद ही की गयी है।
🔴 कमसेकम 45 करोड़ हिन्दुस्तानी ऐसे हैं जो रोज कमाते हैं रोज खाते हैं। इक्कीस दिन के लॉकडाउन के बाद बड़ी संख्या में काम बंद हो जायेगा - उनकी जिंदगी कैसे बचेगी इसके बारे में किसी कदम की घोषणा नहीं की गयी है। उनकी जिंदगी ,उनकी आमदनी की कोई सुरक्षा नहीं है, किसी आश्वासन के बिना उन्हें अफरातफरी और अराजकता में छोड़ दिया गया है। महामारी से लड़ाई के इस पल में जिस सोशल डिस्टैन्सिंग की जरूरत है यह ठीक उसका उलट है ।
🔴 हमने बड़े ताज्जुब के साथ स्वास्थ्य की देखरेख के लिए 15 हजार करोड़ रुपये के आपके पैकेज की घोषणा सुनी है. हम अक्सर आपके भाषणों में 5 लाख करोड़ डॉलर की अर्थव्यवस्था,- 5 ट्रिलियन डॉलर इकॉनमी - और आर्थिक क्षेत्रों में तीव्र प्रगति की बातें सुनते रहते हैं। अगर हम उन्हेंसच्चा और तथ्यपूर्ण माने तो क्या हमारे पास खर्च करने के लिए सिर्फ 15 हजार करोड़ रुपये हैं ? हर देशवासी के लिए सिर्फ 112 रुपये ? रईस कारपोरेटों के लिए 7.78 लाख करोड़ रुपयों के बेलआउट पैकेज और उन्ही को 1.76 लाख करोड़ रुपयों की टैक्स छूट देने की घोषणाओं का मतलब है कि गंभीर खतरे में फंसे लोगों की सेहत के लिए खर्च करने के लिए हम इससे ज्यादा खर्च कर सकते हैं। आप गरीबों की जिंदगी बचाने के लिए अति-धनाढ्यों - सुपर रिच - पर टैक्स क्यों नहीं लगा रहे ?
🔴 इस साल के वार्षिक बजट के समय तक यह वैश्विक बीमारी साफ़ दिखाई देने लगी थी। उस बजट में जब आपने स्वास्थ्य पर होने वाला खर्चा घटाया तभी चिंता होने लगी थी। बड़े अस्पतालों का आवंटन कम कर दिया गया था और एम्स के लिए मात्र 0.1% की वृध्दि दी गयी थी। सबसे बड़ी गिरावट राष्ट्रीय स्वास्थ्य बीमा योजना में थी जिसे 156 करोड़ रुपये से घटाकर 29 करोड़ रुपये कर दिया गया था। आयुष्मान भारत का आवंटन भी बजाय बढ़ाने के यथावत 6400 करोड़ रूपये ही रखा गया, जबकि इसे बढ़ाया जाना चाहिए था। खाद्य सुरक्षा एवं गुणवत्ता प्राधिकरण का खर्चा भी 360 करोड़ रूपये से कम करके 283.71 करोड़ रुपये कर दिया गया। संक्रामक बीमारियों के मुकाबले के लिए रखे गए बजट को भी आश्चर्यजनक रूप से अपरिवर्तनीय - 2178 करोड़ रुपये - ही रखा।
🔴 स्वास्थ्य खर्चों में आपकी सरकार की इन आपराधिक कटौतियों ने भारत को और असुरक्षित बना दिया। भारत के पास कोविद - 19 से बचने और उससे मुकाबले की तैयारी के लिए ढाई महीने का समय था मगर अधिक संख्या में सस्ती टैस्टिंग किट्स खरीदने, बचाव के तरीको की पहचान और नियम बनाने , मास्क खरीदने और वेंटिलेटर्स की व्यवस्था करने के लिए कुछ भी नहीं किया गया। आश्चर्य की बात तो यह है कि 24 मार्च तक आपकी सरकार ने इन अत्यंत जरूरी उपकरणों के एक्सपोर्ट पर प्रतिबन्ध तक नहीं लगाया था।
🔴 आपने अपने भाषण में प्रदेश सरकारों से कहा है कि वे अपना पूरा ध्यान स्वास्थ्य पर दें। लगता है शायद आप भूल गए कि इतने संवेदनशील समय में भाजपा मध्यप्रदेश की लोकतांत्रिक तरीके से चुनी गयी सरकार को गिराने में भिड़ी हुयी थी और संसद में आप अपनी मर्जी से जो करना चाह रहे थे वह किया जा रहा था।
🔴 केरल की वाम-जनवादी मोर्चे की सरकार और कुछ अन्य विपक्ष शासित सरकारों ने बीमारी की जांच करने, पता लगाने तथा स्वास्थ्य को प्राथमिकता पर लेते हुए बुरी तरह प्रभावित तबकों के लिए महत्वपूर्ण आर्थिक पैकेज भी लागू किये। इन सब कदमों से सीखने, उनकी ऊर्जा, प्रशासनिक कुशाग्रता तथा भावना से सीखना तो दूर रहा अभी तक इन सबके बारे में आपने एक शब्द भी नहीं कहा।
🔵 आपको इस मुश्किल समय में हर हिन्दुस्तानी को उसका देय देना चाहिए। इसका मतलब यह है कि आपको लॉकडाउन की परेशानियों के लिए आर्थिक सहायता तथा जांच, पता लगाने और स्वास्थ्य के लिए तत्काल उठाये जाने वाले कदमो की साफ़ साफ़ घोषणा करनी चाहिए। यदि हम इस ज्यादा देर होने से पहले इस महामारी की आपदा को हराना चाहते हैं तो ये दोनों काम महत्वपूर्ण है।
🔵 कोविद - 19 से लड़ने के लिए हम सब साथ खड़े है।
🔵 मगर आपकी सरकार नागरिकों से तो सब कुछ कह रही किन्तु दुर्भाग्य से आपने अपनी सरकार को ओर से उनकी जिंदगी की हिफाजत के लिए कोई वायदा नहीं किया है।
🔴 मेरा अनुरोध है कि जनता के जीवन और स्वास्थ्य के हित में प्लीज कुछ कीजिये।
