Right now, we are getting two to three weeks of work in a month, but looking at the economic conditions that are coming up, it can be said that soon the livelihood of five crore families associated with the truck business can be threatened. These include truck owners, drivers, cleaners and office workers etc. If the mechanic, tire shop, road side contractor and service center are included, then the number of affected families will cross seven crore. Pradeep Singhal, chairman of AITWA, points out that there are many reasons for the truck business hit.

First, new demand is not coming in the market. Long-distance truck trolleys are waiting for orders. These are trawls in which heavy machinery such as vehicles or machines, etc. are loaded. The line of trolleys standing in parking or truck union spaces is becoming longer. The exemption of 25 percent overloading under the government's GST policy has also added to the recession. After GST, small trains are not getting any work at all. On the other hand, due to the 28 percent GST exemption last year, people bought their own heavy trucks.

According to Singhal, while banks gave loans freely, companies like Tata also gave huge discounts. This created a problem of overcapacity in the market. Trains were not required as much, but the number of new trains in the market increased due to the convenience of discounts and loans. Large transport organizations have now completely banned the purchase of trucks. On the one hand, a cess of two rupees per liter was imposed on diesel and on the other hand insurance was increased. As a result, truckers are focusing more on expanding their business rather than expanding it.

AITWA President Mahendra Arya says, due to the recession, the business of transport is becoming weaker. There are more than five hundred associations associated with us across the country. The same news is coming from everywhere that the purchase of new trucks has stopped at all. Shipments in the market are halved. AITWA chairman Pradeep Singhal says that the phase of recession has just begun. Those who bought the truck last year have now faced a crisis of loan installment. People associated with the truck business in more than a hundred cities are urging bank officials to extend the loan payment deadline.

There are 80 lakh such trucks. Among them, there are about 12 lakh vehicles that have national permits. They cannot get work even for twenty days. As Singhal, we believe that a truck gives an annual income of Rs 10-11 lakhs. Overall, this business reaches around Rs 12 lakh crore annually. If this slowdown lasts for six to seven months, then most of the eight lakh trucks will become toy. In such a situation, what can happen to the business and the livelihood of the people connected to it can be estimated.

What will happen to tire shop, puncturers, cleaners

Due to the recession, when the transport vehicles are not getting freight orders, then the work of other people associated with this business is also getting affected. This may put a crisis on the livelihood of about two crore families. These include tire shopkeepers, roadside punctures, grease pouring, mechanical jobs, service and truckers running cleaner. Due to the recession, now the movement of truck trolls from one place to another has been reduced. Big trolleys have been standing in one place for many days.

The drivers and cleaners of the trolley are also sitting vacant. Many drivers and cleaners have returned to their villages. This is the condition of the mechanic or servicemen of the truck sitting on the roadside. They too have locked their hideout and gone to the village. Driver Malkit Singh says that it has been 15-20 days, but the number of loading on the truck is not coming. In this case, how long will you eat from your pocket. Truck owners are not saying it directly, but their gesture is enough to understand everything.

देश में आर्थिक मंदी का असर अब ट्रकों पर भी दिखने लगा है। जो ट्रक पहले 30 दिन चलता था, अब वह औसतन 18 से 20 दिन ही चल पा रहा है। यह मंदी का ही असर है कि ट्रांसपोर्टर्स को माल लाने और ले जाने का ऑर्डर नहीं मिल रहा है। ऐसे में माल ढोने वाले ट्रक धीरे-धीरे सड़क से दूर होते जा रहे हैं। ऑल इंडिया ट्रांसपोर्टर्स वेलफेयर एसोसिएशन (एआइटीडब्ल्यूए) और ऑल इंडिया मोटर ट्रांसपोर्ट कांग्रेस (एआइएमटीसी) के पदाधिकारियों का कहना है कि आने वाले दिन ट्रकों के धंधे में लगे लोगों के लिए शुभ नहीं हैं।

अभी तो महीने में दो-तीन सप्ताह का काम मिल रहा है, लेकिन जो आर्थिक हालात बन रहे हैं, उन्हें देखकर कहा जा सकता है कि बहुत जल्द ट्रक व्यवसाय से जुड़े पांच करोड परिवारों की रोजी रोटी पर संकट आ सकता है। इनमें ट्रक मालिक, चालक, क्लीनर और ऑफिस कर्मचारी आदि शामिल हैं। अगर मैकेनिक, टायर शॉप, रोड साइड पर पंक्चर लगाने वाले और सर्विस सेंटर को मिला लें तो प्रभावित परिवारों की संख्या सात करोड़ के पार पहुंच जाएगी। एआईटीडब्ल्यूए के चेयरमैन प्रदीप सिंघल बताते हैं कि ट्रक व्यवसाय पर पड़ रही मार के कई कारण हैं।

पहला, मार्केट में नई मांग नहीं आ पा रही है। लंबी दूरी के ट्रक ट्राले ऑर्डर के इंतजार में खड़े हैं। ये वे ट्रालें हैं जिनमें, भारी मशीनरी जैसे वाहन या मशीनें, आदि का लदान होता है। पार्किंग या ट्रक यूनियन वाली जगहों पर खड़े ट्रालों की लाइन अब लंबी होती जा रही है। सरकार की जीएसटी नीति के तहत 25 प्रतिशत अधिक लदान की छूट ने भी मंदी की मार को बढ़ा दिया है। जीएसटी के बाद छोटी गाड़ियों को तो बिल्कुल काम नहीं मिल पा रहा है। दूसरी ओर पिछले साल जीएसटी की 28 प्रतिशत छूट के चलते लोगों ने खुद के हैवी ट्रक खरीद लिए थे।

सिंघल के मुताबिक, बैंकों ने दिल खोल कर लोन दिया तो वहीं टाटा जैसी कंपनियों ने भारी छूट भी दे दी। इससे बाजार में ओवर कैपेस्टी की समस्या पैदा हो गई। गाड़ियों की उतनी जरूरत नहीं थी, लेकिन छूट और लोन की सुविधा के चलते मार्केट में नई गाड़ियों की संख्या बढ़ गई। बड़े ट्रांसपोर्ट संगठनों ने अब ट्रकों की खरीद पर पूरी तरह रोक लगा दी है। एक तरफ डीजल पर दो रुपये प्रति लीटर का सेस लग गया तो दूसरी ओर इंश्योरेंस में बढ़ोतरी कर दी गई। इसके चलते ट्रक कारोबारी अपने धंधे का विस्तार करने की बजाए उसे समेटने पर ज्यादा ध्यान दे रहे हैं।

ट्रकों का सालाना 12 लाख करोड़ रुपये का कारोबार अब तेजी से गिर रहा है

एआइटीडब्ल्यूए के अध्यक्ष महेंद्र आर्या कहते हैं, मंदी की वजह से अब ट्रांसपोर्ट का धंधा कमजोर होता जा रहा है। देशभर में हमारे साथ पांच सौ से अधिक एसोसिएशन जुड़ी हैं। सभी जगह से एक ही खबर आ रही है कि नए ट्रकों की खरीद बिल्कुल बंद हो गई है। बाजार में लदान के ऑर्डर आधे रह गए हैं। एआइटीडब्ल्यूए के चेयरमैन प्रदीप सिंघल का कहना है कि मंदी का दौर तो अभी शुरू हुआ है। जिन लोगों ने पिछले साल ट्रक खरीदा था, अब उनके सामने लोन की किश्त देने का संकट खड़ा हो गया है। सौ से ज्यादा शहरों में ट्रक व्यवसाय से जुड़े लोग बैंक अधिकारियों से लोन के भुगतान की समय सीमा आगे बढ़ाने का आग्रह कर रहे हैं।

ऐसे कुल 80 लाख ट्रक हैं। इनमें करीब 12 लाख गाड़ियां ऐसी हैं जिनके पास नेशनल परमिट है। इन्हें बीस दिन का भी काम नहीं मिल पा रहा है। बतौर सिंघल, हम ये मानते हैं कि एक ट्रक सालाना 10-11 लाख रुपये की आमदनी देता है। कुल मिलाकर यह कारोबार 12 लाख करोड़ रुपये सालाना के आसपास पहुंच जाता है। अगर यह मंदी छह सात महीने तक चलती है तो 80 लाख में से अधिकांश ट्रक खिलौना बनकर रह जाएंगे। ऐसी हालत में कारोबार और इसे जुड़े लोगों की रोजी रोटी का क्या होगा, यह अंदाजा लगाया जा सकता है।

टायर शॉप, पंक्चर लगाने वाले, क्लीनर, इन सब का क्या होगा

मंदी की वजह से ट्रांसपोर्ट में लगी गाड़ियों को जब माल ढुलाई का ऑर्डर नहीं मिल रहा है तो इस धंधे से जुड़े दूसरे लोगों का काम भी प्रभावित होने लगा है। इससे करीब दो करोड़ परिवारों के जीवनयापन पर संकट आ सकता है। इनमें टायर शॉप पर काम करने वाले, सड़क किनारे पंक्चर लगा रहे, ग्रीस डालने, मैकेनिकल जॉब, सर्विस और ट्रक पर बतौर क्लीनर चलने वाले लोग शामिल हैं। मंदी के चलते अब एक जगह से दूसरी जगह पर जाने वाले ट्रक ट्रालों की आवाजाही बहुत कम हो गई है। बड़े ट्राले तो कई दिनों से एक ही जगह पर खड़े हैं।

ट्राले के ड्राइवर और क्लीनर भी खाली बैठे हैं। बहुत से ड्राइवर और क्लीनर अपने गांवों को लौट गए हैं। यही सड़क किनारे बैठे ट्रक के मैकेनिक या सर्विस करने वालों का हाल है। वे भी अपने ठिकाने पर ताला जड़कर गांव चले गए हैं। ड्राइवर मलकीत सिंह बताते हैं कि 15-20 दिन हो गए हैं, लेकिन ट्रक पर माल लदान का नंबर नहीं आ रहा है। ऐसे में अपनी जेब से कब तक खाते रहेंगे। ट्रक मालिक सीधे तौर पर नहीं कह रहे हैं, लेकिन उनका इशारा सब कुछ समझने के लिए काफी है।
