कल खबर आयी हैं कि सैलरी संकट से बुरी तरह जूझ रहे BSNL और MTNL कर्मचारियों की इस साल दिवाली काली होने जा रही है । 22 हजार एमटीएनएल कर्मचारियों का पिछले दो महीने (अगस्त व सितंबर, 2019) से वेतन नहीं मिला है। वहीं, 1.58 लाख बीएसएनएल कर्मचारियों को पिछले माह तनख्वाह नहीं मिल पाई है
रेलवे के पास वेतन देने को पैसा नहीं है इस कारण वह तीन लाख कर्मचारियों की छटनी करने जा रहा है, रेल मंत्रालय ने वेतन पर लगने वाला भारी-भरकम खर्च घटाने के लिए अपनी ‘नॉन कोर’ गतिविधियों को आउटसोर्स करने की तैयारी कर ली है. दैनिक जागरण के मुताबिक इसके तहत विभिन्न विभागों में कर्मचारियों की जरूरत का आकलन किया जा रहा है.
एयर इंडिया के पास अक्टूबर के बाद सैलेरी देने का पैसा नहीं बचा है कल खबर आई हैं कि पायलट अपनी सैलरी और प्रमोशन से बेहद नाराज चल रहे हैं. इसके चलते करीब 120 पायलटों ने सामूहिक रूप से इस्तीफा दे दिया है.
कोल इंडिया एवं अनुषंगी कंपनियों में कभी सात लाख से अधिक कामगार हुआ करते थे। अब आंकड़ा चार लाख से कम होने को है। बावजूद इसके कोल इंडिया में मैनपावर अभी भी जरूरत से ज्यादा हैं। यह कोल इंडिया कि विजन रिपेार्ट एवं एचआर पॉलिसी में हैं। विजन 2020 में स्पष्ट है कि अधिकारी और स्टेच्यूटरी पोस्ट यानी माइनिंग सरदार, ओवरमैन, सर्वेयर जैसे पदों पर ही बहाली होगी। लेकिन वहाँ भर्ती नही की जा रही है बल्कि छटनी की प्रक्रिया बड़े पैमाने पर जारी हैं
सेना और अर्धसैनिक बलों को मोदी सरकार बहुत सुविधा देने की बात करती है असलियत यह है कि सीआरपीएफ (CRPF) कर्मियों के राशन भत्ते पर सरकार की कैंची चली है। सरकार की ओर से एक सूचना जारी कर कहा गया है कि सितम्बर में मंथली सैलरी में मिलने वाला उनका राशन अलाऊंस नहीं मिलेगा। सी.आर.पी.एफ. कर्मी हर महीने 3,000 रुपए के इस भत्ते का इस्तेमाल कैंटीन और मैस से खाना खरीदने में करते हैं।
कल सोमवार से हिंदुस्तान एयरोनॉटिक्स लिमिटेड (HAL) के लगभग 20,000 कर्मियों ने सोमवार को वेतन में संशोधन की मांग को लेकर अनिश्चितकालीन हड़ताल शुरू कर दी हैं
कुछ दिन पहले सेना के लिए साज़ोसामान का निर्माण करने वाली पुणे स्थित तीन बड़ी कंपनियों ने केंद्र की मोदी सरकार के ख़िलाफ़ मोर्चा खोल दिया था। इन कंपनियों के तकरीबन सात हज़ार कर्मचारी आर्डिनेंस बोर्ड (OFB) में मोदी सरकार के ‘कार्पोरेटाइजेशन’ के फैसले के ख़िलाफ़ देशव्यापी हड़ताल पर बैठ गए हैं।.....इन कंपनियों के अलावा पिछले दिनों देशभर की 41 आर्डिनेंस फैक्ट्रियों के करीब 82000 कर्मचारी हड़ताल पर चले गए थे
चन्द्रयान की बात करने वाली सरकार इसरो के वैज्ञानिकों की सैलरी काट रही है. केंद्र सरकार ने 12 जून 2019 को जारी एक आदेश में कहा है कि इसरो वैज्ञानिकों को 1996 से दो अतिरिक्त वेतन वृद्धि के रूप में मिल रही प्रोत्साहन राशि अब नहीं मिलेगी.
इंडिया पोस्ट यानी डाक विभाग की हालत तो बीएसएनएल और एयर इंडिया से भी खराब होने को हैं वित्त वर्ष 2019 में इंडिया पोस्ट के रेवेन्यू और खर्च के बीच का अंतर 15,000 करोड़ रुपए के स्तर तक पहुंच गया। इंडिया पोस्ट में 4.33 लाख इम्प्लाइज की वर्कफोर्स काम करती है 1.56 लाख पोस्ट ऑफिसेस के नेटवर्क है उन्हें भी जल्द वेतन से संबंधित समस्याएं झेलना पड़ सकती है
भारत हेवी इलेक्ट्रिकल्स लिमिटेड (BHEL) और हिंदुस्तान एयरोनॉटिक्स लिमिटेड (HAL) में नकदी संकट इतना गहरा गया है कि नकदी का प्रवाह बढ़ाने के लिए कर्मचारियों को भुगतान किए जाने वाले लीव एनकैशमेंट को स्थगित कर दिया है। वहीं, स्टील अथॉरिटी ऑफ इंडिया लिमिटेड (SAIL) ने पिछले 2-3 साल से लीव एनकैशमेंट पर रोक लगा रखी है।
देश की 10 सबसे बड़ी सरकारी कंपनियों (PSU ) के कुल कर्ज में गत पांच साल में करीब 40 फीसदी की बढ़ोतरी दर्ज की गई है। उनका कुल कर्ज मार्च 2014 में 4.38 लाख करोड़ रुपए था, जो मार्च 2019 में बढ़कर 6.15 लाख करोड़ रुपए पर पहुंच गया है इसलिए अब इन्हें बेचने की नोबत आ गयी है
समझिए कि संकट कितना गहराता जा रहा है कि कर्मचारी भविष्य निधि संगठन (ईपीएफओ) ने वित्त मंत्रालय से 9,100 करोड़ रुपये से अधिक का बकाया चुकाने का अनुरोध किया है यह राशि केंद्र सरकार की पेंशन योजनाओं के अंतर्गत बकाया है। ईपीएफओ ने वित्त मंत्रालय को एक पत्र लिखकर यह मांग की है यानी पेंशन देने को भी पैसे उपलब्धता अब मुश्किल में पड़ गयी है
मोदी सरकार अब सभी मंत्रालयों और विभागों से हर महीने ऐसे कर्मचारियों की लिस्ट मांगने जा रही हैं जिन्हें समय से पहले रिटायर किया जा सकता है .........
